Wanting to stay at Bay lake Tower but read somewhere that, that hotel is for Disney vacation club members?

No, anyone can stay in them. They are just considered Deluxe Villas so you will pay a lot more for them. You willl also pay a premium for a theme park view. They are nice and the theme park view is amazing. The location can not be beat. You are walking distance to the Magic Kingdom. The other parks are a bit of a hike though
